Im almost positive that its not possible with WA. An AddOn that can do this is 'PlateBuffs'. All it does is show Buffs/Debuffs at the top of the Healthbar. It does not change the look of the healthbar itself. You can filter what you want to see and what size you want it to have etc. Just give it a try.
